ODIHR NEEDS ASSESSMENT MISSION ISSUES REPORT AFTER VISIT TO LITHUANIA
Following Lithuania's invitation to the OSCE to observe parliamentary elections this Fall, an ODIHR Needs Assessment Mission (NAM) worked in Vilnius from 26-28 June 2012.
The members of the NAM met with leaders and representatives of the Lithuanian Central Electoral Commission, political parties, media, government institutions and civil society. On 23 July 2012 the NAM issued a report in which it recommended to deploy to Lithuania an Election Assessment Mission.
Election Assessment Missions are normally deployed to longer-established democracies. Such missions consist of a group of experts who visit a country for a period of time immediately prior to and during election day to make an overall assessment of the administrative and legal framework for the conduct of elections and to provide targeted recommendations. An assessment mission does not comment on the process in the same comprehensive manner as an observation mission, and it does not undertake any systematic observation on election day.
