Lithuania’s diplomatic note with regard to the delivery of nuclear fuel to Ostrovets NPP sent to IAEA
Referring to the official information provided by Belarus, on May 7, 2020, Permanent Mission of Lithuania to the International Organizations in Vienna sent a Note Verbale to the International Atomic Energy Agency (IAEA) to draw its attention to the arrival of nuclear fuel to the construction site of the Ostrovets Nuclear Power Plant (NPP) and to ask for respective clarifications.
In this Note Verbale, Lithuania asked IAEA whether Belarus has established a comprehensive system of nuclear material accountancy and control, as required by international norms and obligations, and whether the delivery of the nuclear fuel was carried out in accordance with all relevant IAEA safety and security standards, procedures and regulations. Lithuania has also drawn the Agency’s attention that Belarus has not yet ratified the Amendment to the Convention on the Physical Protection of Nuclear Material.
Lithuania expressed its grave concern that, as of 7 May 2020, the pre-OSART (Operational Safety Review Team) mission report has not been made public by Belarus so far. The mission visited Belarus on August 2-22, 2019.
Lithuania has been a member of the IAEA since 1993. The main task of this agency is to promote the safe use of nuclear technology for peaceful purposes.
